Traffic Regulations
The operation of a motor vehicle on the DBU campus is a privilege
granted by the University. Motor vehicles requiring a valid state
license and registration are automobiles, trucks, motorcycles, and mopeds.
All individuals driving on DBU campus must hold the State of Texas minimum vehicle liability insurance. All faculty, staff, and students are required to register
their vehicle(s) with the Department of Campus Security. It
is the responsibility of the individual to keep his or her
vehicle information updated. Temporary decals are available
in the Campus Security Office when an alternate vehicle is
used.
Failure to observe traffic signs and general
driving regulations are cause for citation by a Campus Security
officer.
Parking Regulations
All persons who use University parking are required to register
their vehicle(s) with the Department of Campus Security. University
parking decals should be affixed to the lower left side of
the rear windshield. Vehicles failing to display
a decal can be cited, regardless of whether or not the vehicle
has been registered with Campus Security. Enforcement of parking
regulations begins on the first day of class. Securing a parking
permit does not guarantee a parking place nor does the lack
of parking space constitute valid justification for violating
parking regulations.
Permits are issued to faculty, staff, commuter
students, and apartment and dorm students. Commuter students
are defined as those students who reside off campus, and dorm
students are those students who live in the residence halls.
Apartment students are those students who live in the DBU Colonial
Village Apartments and Williamsburg Townhomes. Certain parking lots are reserved for
either faculty and staff or students only. [Top]
Visitor Parking • Visitors
are allowed to park in any spaces that are not reserved (handicapped
or otherwise noted). A visitor is someone who will be on campus
for a short period of time and is not an employee or student
of Dallas Baptist University.
Visitors to Colonial Village must park in the lower lots or will be subject to citation. Students who recieve visitors to campus may be responsible for any parking violation of their guest.
Handicapped Parking •
In order to park in designated handicapped spaces, the vehicle
must display a valid handicapped license plate or a temporary
handicapped hang tag issued by a state or city government agency. Furthermore,
a handicapped person must be the primary driver in order to
park in handicapped parking. Parking in or blocking a handicapped
space without having the proper plates or tags will result
in a citation. Illness or temporary injury is not a valid
reason to park in handicapped areas, without express permission and registration through the Department of Campus Security. Any handicapped hang tag is subject to review by the Department of Campus Security to ensure validity.
Vehicle Security •The Department of Campus Security strives
to provide the best possible protection for vehicles parked
on the DBU Campus. However, Dallas Baptist University is not
responsible for missing or damaged property. When a vehicle
is parked in any lot, all valuables should be locked in the
trunk, and the vehicle should be secured at all times with
the windows rolled to the top and the vehicle locked. [Top]
Parking Violation Plan •
Parking violations and improper operation of a vehicle will
subject the driver/owner of the vehicle to sanctions, including,
but not limited to, a fine, booting, towing the vehicle, and/or loss of on-campus parking privileges.
The student will receive a parking citation with assessed
fine(s) on the first two offenses. The third violation will
be accompanied by a vehicle immobilization boot. (Boot removal
requires a $25.00 immediate fine payment in addition to the
applicable fines.) The fourth violation will result in towing
and impoundment of the driver/owner’s vehicle at the
driver/owner’s expense, and possible suspension of the
driver/owner’s on-campus parking privileges. A student
with a disabled or unsightly vehicle will be given a reasonable
notice determined by the Department of Campus Security
before the vehicle is towed off campus at the driver/owner’s
expense.
As a method of enforcement, vehicles may be
towed and impounded at the expense of the driver/owner when
the vehicles are found in unauthorized parking areas. Unauthorized
parking areas include, but are not limited to, vehicles parked
in fire lanes, unauthorized vehicles parked in restricted
parking spaces, vehicles that are no longer operable, vehicles
which are blocking entrances, exits, loading docks, or other vehicles,
vehicles parked in reserved parking, and vehicles preventing the effective operation of the University. The driver/owner will
be responsible for the towing fee, boot immobilization fee,
and any citation(s) he or she may receive. [Top]
Pull in Parking
All vehicles must pull in to parking spaces. Maneuvering into a parking stall so that the front-end of the vehicle is at the stall opening can disrupt the flow of traffic in the parking aisles. A citation is issued for failure to comply with this regulation.
Request for exceptions to this regulation must be in writing and submitted for approval to the Director of Campus Security.
Appealing a
Citation
Any person receiving a citation from DBU's Campus Security Department may submit an appeal for the citation. Citation appeals must be submitted using the "Citation Appeal Form," available in the Campus Security Department. Citation appeals must be fully completed and in legible writing in order for the appeal to be submitted to the Appeals committee. Appeals must be submitted within ten (10) business days of the citation date. Citations not appealed with ten (10) business days are considered final and will be posted to the appropriate account.
All persons receiving a parking permit are provided with a "Vehicle Parking Regulations and Registration" brochure, which includes all regulations and the parking registration form. Consequently, consideration of a citation appeal is generally limited to mitigating circumstances and not failure of the vehicle owner to know and/or understand parking regulations.
Citation appeals are reviewed by the Appeals committee within two (2) weeks of the appropriate appeal submission. Appeal decisions will be mailed to the address provided on the "Citation Appeal Form" within two (2) days of the committee's decision.
Please note that appeals are generally considered inappropriate when submitted for the following reasons (not all inclusive):
• Parked in a fire lane, or other restricted space, for only a few minutes.
• Parked in a fire lane, with emergency flashers operating.
• Inclement weather
• Late for class or meeting
• Preferred lot is full
• Another student, faculty member, or staff member indicated that parking is
permitted at a particular location
• Unaware of expiration of parking permit
• Unaware of allowable parking lots or allowable parking methods
• Previous observation of inappropriately parked vehicles in the same lot or method.
Motorist Assistance
The Department of Campus Security offers motorist assistance
if the vehicle is located on campus. Persons may contact the
Department of Campus Security Office located in the Strickland
Building 24 hours a day at 214.333.5305. [Top]
Shuttle Services
The Campus Security department provides a convenient and quick Patriot Shuttle Service in order to transport students from the lower areas of the campus to the upper areas and vice versa. The service operates continuously during the designated hours of operation. Shuttle services are provided 24 hours a day to aid disabled individuals and those individuals traveling to and from the lower lots.
Hours of shuttle operation:
Monday - Friday 7:30 a.m. - 11:00 p.m.
Saturday No Service
Sunday 6:00 p.m. - 12:00 a.m.
